ao ' } This matter has been discussed with the General Investigative _ Division which concurs with SAC's recommendation to pay clerical employees, assigned duties relating to the Hearst kidnapping special, overtime for hours worked beyond their normal tour of duty. ADDENDUM OF ADMINISTRATIVE DIVISION 3~13-74 Data Processing Section, Computer Systems Division, has computed the dollar cost of the hours of overtime reflected on enclosure to San Francisco airtel of 3-4-74, at $4,328.20. Overtime performed for compensatory leave involves 52 employees who worked a total of 734 hours, ranging from as little as 1/4 hour by 1 employee, toas high as 83 3/4 hours by another, since this special began on 2-4-74, through 3-2-74. Overtime may be paid in increments as low as 15 minutes. It is not felt,if overtime . Payments are approved, that we should only pay overtime to those who put in, for example, 8 hours or more, but rather, to ali employees who have worked on this special. ASAC Kelley, San Francisco, advised 3-8-74, that for the period 3/3-7/74, 91 3/4 hours of overtime was performed by 14 clerical employees in grades 3-5, in connection with the Hearnap Special. He also advised that it was expected approximately the same number of hours beyond normal duty hours would be required during ensuing weeks while the Special continues. Compensatory leave is to be taken by the close of the pay period following the pay period during which it was earned. In extra- ordinary cases, compensatory leave may be carried for an additional period, but such cases are to be heldtoa minimum. Since work continues on the Hearnap Special, opportunity to utilize compensatory leave would be minimal, without materially affecting the operations of the Chief Clerk's Office. Continual buildup of compensatory leave will undoubtedly present scheduling problems, particularly with the summer vacation period approaching and thus, handicap the clerical staff in its supportive functions while employees utilized earned compensatory leave. 7 RECOMMENDATION: That we concur with SAC, San Francisco, and the General Investigative Division in approving overtime payments to clerical employees in the San Francisco Office assigned duties beyond their normal working hours in connection with the Hearnap Special.
