This means that we will have to ordanize on the basis of councils -- assemblies of ati the people concerned in communities, factories, offices, farms, etc., which make all decisions which concern themselves alone, and coordinate larger decisions by sending deputies to city- wide and regional councils, and finally to a world council. These deputies must not be representatives, elected on the basis of personality, to make decisions for us, but should be selected to carry decisions already made by the workers' assomblies to the city, regional, and world coordinating councils.
