Bates to Gebhardt memorandum Re: Hearnap Once Hearst takes a firm stand and refuses to negotiatc further, it will enable us to take the initiative in the following areas: San Francisco can subpoena individuals previously contacted who were uncooperative before the Grand Jury. It is anticipated that immunity would be offered some of these individuals and their failure to furnish information to the Grand Jury would reSult in their confinement for contempt. Likewise it would appear profitable to obtain search warrants for three residences which are presently being afforded 24-hour surveillance coverage. Located at these residences are individuals who we believe could be possibly involved presently as couriers or in other supporting capacities for the SLA. All individuals at those residences would be thoroughly interviewed and if uncoopera- tive would be subpoenaed for Grand Jury appearance. It is well recognized that the above action would be Subject to intensive publicity and is a calculated risk. It is conceivable that searches of these residences could possibly result in no tangible information being obtained as to the location ‘of the victim. However, as her location is our primary objective we must capitalize on any unexplored avenue as it becomes available. These initiatives are by no means all inclusive and it is recognized that the final recommendation to institute them is by necessity that of SAC Bates, who is in charge on the scene and knows the situation best. ACTION: For information.
