O'Connell and Special Agent Elroy Anthony conferred with Departmental Attorneys Brandon Alvey and Alfred Hantman and U. S. Attorneys James Browning (San Francisco) and John Cattone (Scranton, Pennsylvania) regarding the harboring aspects and Federal Grand Jury (FGJ) proceedings in this case _ pertaining to Jack and Micki Scott. \ After some discussion it was decided there is . ’ insufficient evidence to seek FGJ indictments for the Scotts { who appeared to have illegally aided Patricia Hearst and Emily and William Harris during July through September, 1974, at the Honesdale, Pennsylvania, farm site. However, it was determined sufficient probabl& cause exists to issue material witness warrants for the Scotts and this will be done through the U. S. Attorney's Office at Scranton, Pennsylvania, Middle -District of Pennsylvania. San Francisco and Philadelphia have been advised of these decisions. yy “ACTION: For information.
