The amount of money to be offered as a reward should be sufficient to induce the desired response from an informant or a citizen in terms of pro- viding information necessary to bring this case to a logical conclusion. It is suggested that not more than $100, 000 be offered initially; if necessary, up to $250, 000 at a later date should the initial $100, 000 not prove to be a strong enough inducement. “-v 2. The Hearst Corporation, if deemed desirable, may wish to place the reward money in escrow; however, this decision must rest solely with the Hearst Corporation. 3.
