The amount of money to be offered as a reward should be sufficient to induce the desired response from an informant or a citizen in terms of pro- viding information necessary to bring this case to a logical conclusion. It is suggested that not more than $100, 000 be offered initially; if necessary, up to $250, 000 at a later date should the initial $100, 000 not prove to be a strong enough inducement. “-v 2. Where should the money be deposited and in whose name? The Hearst Corporation, if deemed desirable, may wish to place the reward money in escrow; however, this decision must rest solely with the Hearst Corporation. 3. Is it intended that the money go to a number of people or in one piece to the FBI? Who will make the payments and in what way? The distribution of the funds for the reward would be made by the 7 Hearst Corporation or persons designated by them based on information ‘supplied by police authorities as to the participation or information obtained from an informant which resulted in the solution of the case. It is understood that under no circumstances will the FBI enter into any negotiations regarding the distribution of the "reward" funds but would only furnish the necessary ~ information to the appropriate persons designated by the Hearst Corporation to adjudicate its disbursement. . 4. - Would it be agreeable that whatever monies of the reward are left at the end of 30 days will be returned to Hearst? . | The reward money would always be in control of the Hearst | Corporation, never the FBI. . ‘1 o™~ ; nd ke } ca - a ae Lary aie tae ns
