Attached is a copy of an article which appeared in
the “Los~Angeles Times” on 6/30/74. The Director noted J
"Prepare response to,this. Also state reason why it cannot
be given to media." The article makes reference to the fact
that Camilla Hall was able to withdraw money from a Berkeley, .
California, bank on 3/1/74. 3

The facts in this case are that on February 25, 1974,
we located a checking account in Camilla Hall's name at the
Central Bank of Berkeley, California. On that date, Fred Rowley
manager of the bank was requested to notify the FBI in the
event Camilla Hall attempted to withdraw any of her funds.
Camilla Hall on 3/1/74, a Friday, did negotiate a personal check
at the bank for $1,565 in cash. On 3/4/74, Rowley notified the
San Francisco Office that he had placed the notation "stop" on \
Hall's checking account. Normally, he is contacted before any t
transactions take place on an account which has a Stop notation, }
Rowley advised he purposely told no one else at the bank about
this as he was afraid some of the employees might discuss the
Matter with friends and word might get back to Hall.
Rowley said that Hall came in sometime before noon
on 3/1/74, which was a payday for the University of California
at Berkeley and the busiest day at the bank. The teller who ¢
received Hall's personal check took the check to the Operations
Manager Mr. Nabil Hassan and he checked Hall's checking account.
Hassan saw the notation on Hall's account but interpreted it to
' be a stop on Hall's checks from her father in Chicago, Illinois

and he knew the checks had in fact cleared that morning and
therefore did not contact Rowley and allowed the check to be cashed.
Rowley told our San Francisco Agents that he was sorry that he
h not been contacted and that this transaction had gotten by
without his knowledge. The newspaper article points out that
ea gtine wt tty to withdraw funds was through a bank mix-up.
