Of paramount concern and recognized importance is the location and apprehension of the ‘remaining fugitives in the Hearst case. The consensus of opinion was that bold, innovative, and drastic methods must be undertaken to achieve this goal. To effect this goal, I am recommending that a conference be held in Los Angeles with representatives from FBIHQ, Los Angeles and San Francisco Offices attending. These individuals will be charged to commence . an intensive reanalysis of various facets that this investigation has taken. New starting points and directions should result from an input from all” concerned in attendance. It is strongly believed that only in an open, free exchange among knowledgeable representatives from Los Angeles, San Francisco, and FBIHO will the necessary new, innovative, and drastic techniques emerge. As a possible starting point in this discussion would be the theory of Dr. Murray Miron who has analyzed the Hearnap tapes and concluded that the three fugitives are presently scared, leaderless, and ‘ looking for a solution to their current predicament.
