fi Attached is information concerning the participation of the weer Be
, ( Los Angeles Office SWAT team on 5/17/74 and an additional Agent who
exchanged gunfire with SLA members. This information comes from the
Training Division form submitted following the shoot-out.
In view of questions which have been raised concerning the shoot-out,
we should have a complete report, separate from the investigative report,
describing the circumstances of FBI involvement and the extent of participation.
This should be in the form of a letterhead memorandum which, if necessary,
can be disseminated. It should clearly set forth the circumstances leading up
to the shoot-out, including warnings given by Los Angeles Police Department
personnel, evacuation of neighbors, subsequent involvement by FBI personnel
including number involved, types of weapons utilized, number of rounds
expended, existence of FBI personnel receiving direct fire prior to returning
fire, and other pertinent circumstances which will enable us to accurately
respond to inquiries. If possible, sequence of events should indicate date and time.
Since there has been speculation by certain elements that law
enforcement perSonnel needlessly killed the SLA members, available photographic
evidence indicating bullet holes in houses or structures near our personnel or
Los Angeles Police Department personnel should be attached as exhibits showing
that law enforcement personnel were subjected to a clear and present continuing
danger to their personal safety.
This matter should be expedited.
