memorandum dated May 3, 1974, captioned as above. Referenced
memorandum received the Director's approval for advising
SAC Charles W. Bates, San Francisco, that, "The sum of
$50,000 is authorized as payment to any informant who could W
and would furnish the necessary information leading to the f
location and arrest of the subjects involved in the y
kidnaping and bank robbery case on a C.Q.D. basis." wi
The Administrative Division advised that $50,000
from funds for the fiscal year 1975 could be made available
for informant information resulting in the location and
arrest of Patricia Hearst; also, a substantial amount could
similarly be made available for information resulting in
the location and arrest of William and Emily Harris. In ;
the event these amounts cannot be absorbed by a reduction —~
of other confidential expenditures, it will be necessary to (
use funds provided for other purposes, such as for equipment,
since no funds were provided for this purpose in our fiscal
year 19875 appropriation.
RECOMSNDATION :
That approval be given to advise all SACs and
Legats that we will pay any informant up to $50,000 on a
C.0.D. basis for information resulting in the location and
arrest of Patricia Hearst; also, a substantial amount can
similarly be made available for information resulting in the
location and arrest of William and Emily Harris.
