Harbor BolUlevard, Mont, California, advised that he does — . business with the majority of gunsmiths in Northern Cali-~ fornia in that he supplies them parts and also does difficult and expert work that they are unable to do. He stated he does not know of anyone who he does business with who would be capable of altering carbines ‘into’a high cyclic rate of fire and who would consent @0 do so. He stated, however, he would review his customer and gunsmith lists and attempt to compile a list of people he feels capable of alteratton of Pr carbines into full automatics with a high cyclic rate ° re. “ following investigation was conductdd by Ss On August 27, 1974, advised that he had reviewed his complete list of cus ers and gunsmiths and he stated that he does not know of anyone on his list who is capable of altering M-1 carbines, such as those located in Los Angeles at 1466 East 54th Street. He stated upen reflection regarding this matter, he believes the person making these alterations would have to be an ex~ tremely good mechanic, an expert gunsmith, and an engineer, in that there was definite engineering used in the altering of the guns, and he stated he knows of no legitimate gun- amith in the area who possesses all these qualifications. He stated there may be gunsmiths who operate on a sub rosa basis, but he does not know who they are, as he deals entirely with legitimate people.
