In connection with our efforts to focus greater
public attention on the Hearnap fugitives, the External Affairs.
Division has been in contact with Dick Russell, a free-lance
feature writer. Mr. Russell has interviewed Mr. Kelley in
the past and has written two lengthy articles which deait
very favorably with Mr. Kelley's leadership of the FBI.
One of these articles appeared in the University of Kansas
Alumni magazine in November, 1973. The other was published
in the Topeka Capital-Journal in September, 1974.

Mr. Russell expressed strong interest and enthusiasm °
in writing a feature article for newspaper publication con- :
cerning the FBI's efforts to locate Patricia Hearst and Emily y 3
and William Harris. Mr. Russell indicated that he would be Ww,
most circumspect in preparing the article but would need Qe
one
in~depth information concerning the investigation including
such material as unsuccessful leads we have covered, investi- 4
gative techniques we have utilized (where confidential procedures:
would not be compromised), and anecdotal material. He further
stated that he would like permission to interview FBIHQ officials:
handling this case and officials in our San Francisco and Los
Angeles Offices.

Mr. Russell's previous articles concerning Mr. Kelley
attest to his skill and professionalism. His proven qwgalifi-
cations recommend him highly for an assignment to prepare a
fresh and imaginative article on the Hearnap investigation.
