When U.S. capitalists sneak of another cowrtry having a ‘faverable investuent climate," they are usvelly talking about a stuble political and econon ¢ situation in which pro-U.S. business forces dominite, Reference to the "motr: describes the neo-colonialist relationship of the financiul-industrial center (which is th: United St tes} to its underdeveloped Umpire which is the market for U.S. products and the source of chesp materials, The metropols is ble to extract enormous wealth’ from its Dupiz by fixing orices to its advantage. These concessions are enforced by U.S. military and eco nomic hegemony in collusion with venal political elements in the subject nation who repreac the comprador and feudal ruling classes while deceiving their people with a facade of sovereign independence. These forces deliberately strive to keep the subject nation in a State of underdevelopment. . Now we come to the main question of whether imnerialism is the primary contradiction in the world today which is the political thesis of the Weather Underground and other antCi-imperfalist organizations, "Primary contradiction" implies that it is the most important problem affecting the Lives of people. Proof that this is so is a complete atuds in itself which has been dealt with at length in many fine books. Here we will consider t! proposed strategies for combatting U.S. imperialism. Many revolutionaries insist that the only way to defeat imperialism is to seize state power in the metropole, overthrow capitalist institutions, and establish a socislist order. fhis revolution cannot be achieved without the broad masses of the people actively partici- pating. Consejuently, they are often highly critical of politicel-military organizations for their "elitist adventurism" because they fear a fascist reaction even though the PHO attacks may be directed exclusively against imperialist targets. A careful analysis shows that the real goal of this tendency is seizure of state power through a mass-based soctalic revolution rather than simply "defeating imperialism.” But can there ever be auch a revolv. in the metropole as long as there is a profitable empire to mute the domestic class struggl with relative affluence founded on world plunder? In other words, doesn't the Empfre have to be liberated before we can even hope for a truly revolutionary situation in the metropol Despite tremendous social upheavals and costly defeats in ladochina, the tiny imperialist clique is still firmly in control of the state power though somewhat on the defensive, but hardly subdued. Another group of revolutionaries feele that the issue of imperialism is too abstract to be the primary coucern of vost Americans in their daily lives. Other contradictions such as sexism, racism, and pollution seem more immediate; thus their strategy is to fuse anti-imperialist sentiment with movements which are essentially reformist in order to give them a revolutionary character. For example, radical feminism and ethnie liberation demand respectively the abolition of sexual and racial stereotyping of social roles, but many leaders of both movements recognize that life would still be unsatisfactory even with females or ethnic minorities occupying imperialist social roles in the present class societ~ Of course, male chauviiiem and racial supremacy ts fundamentally imcompatible with anti- fiwpertialiem, but a conscious effort is often needed to review FMO praxis for such inconsistencies. lowever, the FO must nev'r confuse its rpolitical-military priorities over such concerns. If thereis ea choice between attacking CIA agents or playboy clubs, the choic is clearly the former though the best opportunity would perhaps be to catch CIA agents in a playboy club. Some PMUs have attacked Local targets in an apparent attempt to win popular support for their activities. Examples from Northern California ere the New World Liberatic Front bombings of a power company's transformers devanding lower rates for poor people or attacks on school boaids such as the Revolutionary Army ottacks on the Perrlta College office and the Univ. of Calif. Santa Cruz administration building, and the Symbionese ble Liberation Army assassination of a school chief.
