The "red scare" is clways introduced by men who want to stifle
reason or divert attention from real and ;.ressing problems.
This pact week our Secretary of State journeyed to Bogota, Colombia
to participate in the Inter-American Conference. On his last trip to Latin
America, with the President and Senator Vandenberg, General .iarshall pushed
through a plan for unified arsaments and discussions of fundamental social
and economic problems were postponed until the American nations could get
together in bogota this spring.
The first day of the weeting in Bogota, Secretary warshall raised
the question of a "red menace" and, I quote from an INS dispatch, the effects
of this move:
"A show of hands overwhelmingly agreed the item is considered to
be on the agenda. The action was the most important yet _tuken and assures
that the present meeting will be unlivened by debate on this subject" --- and .

The heart of sénerican foreign policy today is the raising of

everywhere - problems which must be wet, if we are really interested in stopping
the spread of communism.

Our present edministration, firmly in the grip of huge monopoly
interests, financiers, and cencrals, is core interested in protecting private
interests abroad than in serving the interests of the general welfare, either
at ho.»ze ar abroad.
The problems of the peoples of Italy, Greece, China, and Latin
America must Le met heed cn, if we are to compete with communism. heeting
these problems will require strict control of international monopolies ~
control of cartels. ‘The powcr of the United States government, our public
traasiry, and the bodies of our young men oust not be used to support international
big business. .
