The Congress has heretofore authorized the acceptanes of membership on behalf
of the Unitect States ina large munber of international agencies of various kinds.
They include the International Prison Commission, futernational Coummisaion of
Congresses of Navigation, International Geodetic Association, Tnfernational
Joint, Commission, Permanent Association of Inferuational Road Congresses,
Leivtral Bureai of the [International Map of the World on the Ativionth Seaic,
American International fnstitute for lhe Prateetion of Childhood, International

The estimates of appropriations for this Department for the fiscal vear ending . :
June 30, 1930, accolapanving the Burlget message of the President, contained : . te 4
language intended to permit the payment of the cost of membership inthe Interna- ee te .
tional Criminal Police Commission. The Cominities on Appropriations of the wo ve
House of Representatives amitted the above-mentioned langnage from the bill
(H.R. 95-44 to make appropriations for the Departments of State, Justice, Com- ; ;
merce, and Labor, and suggested that authority for sich expenditures he secures! ee -
by general teaistation. On this subject, the committee stated in its report CH. ate
Rept. No. 1830, 75th Cong., 3d sess., pp. LO and 11) on the bill: fo !
“Although the committee is highby impressed with the desirability af having the an a

advocated by Director Hoover, and provided for in language approved by the 5 ts uo
Budgct, innsmuch as it weuld entail the writing of Iegistation in the appropria- i ee
‘tion bil to accomplish this end, the committee has deleted the language which .
sought to accomplish this purpose. It is suggested that representations be made ‘
to the proper legislative committee in Congress with » view of having legislation -
