This Bill passed the-Senate of May 5, 1933, the House on June 7, 1933, aid was approved by. the President on June 10, 1933, authorizing the Attorney General to accept and maintain on behalf of the United States membershin in the International Créiminal ; tent est | Police Cormission and to incur the necessary expenses therefor, not to exceed $1,500 per annum. By letter dated September 12, 1938, Mr. F. &. Louwage of the Belgian Judiciery Police advised the Director he hed been informed thet Conyress had autnorized membershin of the United States in the Cormaission. In reply dated October 15, 1938, the Director advised Mr. Louwaze that Conzress had authorized the Bureau to particinate in the Commission sni.it was hoped that the Bureau would be represented in the next meeting at Berlin in 1939. ol br. Oskar Dressler, Secretary General of the Commission, by letter dated December 24, 1934 advised regardinz; the annual contribution toward membershi> of the International Criminal Police Comaission that the followin. resolution vas passed at the fifth ordinary meeting held in Berlin in 1928, "The costs for carrying on the business of the International Criminal Police Conmission shall be supported in a certain vroportion by the States represented in the Commission (until further notice this proportion is one Swiss Frane for every 10,000 inhabitants)..." - \ Dr. Dressler advised the funds contributed represent a spontaneous subscription only destined to cover the real expenses of cooperation between the police departments und authorities of the different contributinr States ner so ; sas : including the publishing of the "Internationel Criminal Police", the of- ‘ficial organ ofthe Cowaission. -Ur. Dressler stated, “This 45 my reason for Jeaving your annual subscription entirely to your judgment. I only request, you may send the sum you heve fixed direct to my address." In reply the Bureaii advised_Dr. Dressler that legislative authority hud been obtained to accépt membership in the Commission but funds would not become available until about July 1, 1939 at which time the subscription for use - in assisting in covering the e:menses of the Commission from its partici- pating members would be further considered. — : _ eo tty By letter dated Jamury 25, 1939, Dr. [ressler arain wrote to the Director as follows: "As I read over apain my letter cated December 24, 1938.
