LADD 4 ¥ ON RT SY ETT appropriations-was turned back or otherwise disposed of at the end cf the 1946 fiscal year. It was likewise agreed that any country Joining the Commission after. oe January 1, 1947, sbould be required to pay supplenettary indemnity of 3,000 | ws frenc: Bith rezard to the Bureau's assessment, since it has been decided that the Bureau is to become a regular member of the organisation, it should be noted thet Mr. Louwage in a letter to the Bureau dated July 9, 1946, referred to the matter of dues. He said that he was awere that the Bureau might find the rate too high for « Btete of ecnsiderable population and for this reason, during the convention he sugzestec the amount assessed against countries of large popaletions, such as the U.S.A. and tie V.5.S.R.y be left to the discretion of those governments. He edded that if the fmited States should decide that its eontribution should esual thet of a stete with -gixty million inhabitants, the General Becretery would be only too glad te receive Mt. In the answer to Louwage's letter of July 9, which went out fron the” Bureeu on Aucust 13, 1946, be was told that his euggestion as to the anrropriete annus] agsess- went to be peid by the United States was being given further atudy end that he would be informed concerning it in the near future. According to the New York Tises for kazast 1, 1946, the Swiss franc is pegzec at <3.40 cents. If we figured the Buresu's assessment at <.50 Swiss frances per 25,000 inhabitants with a ceiling cf sixty million inhabitants, as suggested by Mr. Louwage, the Bureau's annual assessment would amount to €1,404. This amount is just ahort of the £15005 which has been included in the Bureau's appropriations since 1938. In a letter to the Director dated August 5, 1946, Mr. Louwage etated that the Director could be of great assistance to the I.C.P.C. by intervenin: with the police suthorities in South america in order to gain members for the I.C.P.C. from other | countries of the. Restern Hemisphere. Me excepted Chile, since Chile is already a menbar, and « representative from thet country was in attendance at the oonvention in June. Undoubtedly, because of the Director's great prestige in Latin America, practically all 6f the South American coumtries could be induced to Join the I.C.P.C. However, Ido not think that any affirmative action should be taken by the Bureau st this time toward urging any South American countries to join the organisation until we see how effective the organisation will be. In the same regard, Kr. Louwaze indiceted that an international radio station is being set up in Peris in order te maintain ao contact with police organisations throughout the world. He ateted thet the Bureau r would be kent edvised of the progress being made in establishing thie radio station a aa and also would be asked later conoeming the possibility of the station having direct contact with the Bureau, RECOMMENDATIONS: Since it has been indicated thet the Director will act as Vice President of the I.C.P.C. and thet the Bureau will participate in the organization, it fa thought that arrangezents should be made to make the necessary payment of assessments to the crganisation, 4s was pointed out above, the I.C.?.C. in its convention decided that | participating members should bring their assessments up to date by puying for the year | |
