STANDARD FORA NO. 64 Office Memotindum - ong sth.ES GOVERNMEN FROM: Cy H.’ Carso SUBJECT: Onyrepratronad CRIMINAL POLICE COMMISSION The attached letter concerning the Interr:tional Criminal Police's: = Divigion was addressed to the Director from Vladeta Milicevic, who describes hirself as former Yugoslav Minister, apparently to Iondon. He refers to a meeting with the Director in 1943 on the occasion of the visit of King Peter of Yugoslavia to she FBI. He states that at that time he was Under-Secretary of the Yugoslav Minister of Home Affairs. In this letter Milicevic reviews some of the history of the International Criminal Police Divisicn and ‘speaks of his efforts prior to the war to have the headquarters moved from Vienna to Geneva. He indicates that at the present time he feels that the organization should be attached to the United ations Orcaniza~ tion in New York City. He speaks of conferring with Mr. Ronald Howe, Deputy Commissioner of Scotland Yard, whom he quotes as saying that the Director has already taken certain steps "in this direction." Milicevic also reveals a plan that he has to start a journal to be called "Criminal Archive" and he irdicateas that he is attempting to interest a number of leading criminologists in this idea. He asks that the Director consent to joining an honorary editorial committee for ‘this new journal. ; You will recall that the International Criminal Police Commission was one with which the Bureau had some corraspondence prior to the war, It was an organization over which the Bureau had little or no control and it was recently learned that during the war the records of the Commission were moved from Vienna to Berlin, These records were located there in 19li5, were examined by an Agent ef this Bureau, and found to be most incomplete.
