Lt. Col. Louwage pointed out that the invitations were delayed in‘being
sent out and he nas not 1s yet received replies from the following countries but —
anticipates that at least half of them will reply favorably and send delegates:
Turkey, Ireland, Chile, China, nevpt, Ecuador, Treece, Yugoslavia, Luxembourg and

Lt. Col, Louwage proposes to nominate to the conference as the new
Fresident the only Vice-Fresident who is still connected with police work, namely,
“r. Velhaven, orwegian Chief of Police. “/ith regard to Russia, this country
has never been a member of the Commission. In 1927 they requested membership
wiuich was declined oy the Canmission. Hewever, should a delegate at the Brussels
meetins prepose that Russia beinvited such a proposal would, of course, ‘nave to
be considered and voted on. He does not feel that Italy, occupied countries, the
. dalkans and Jaltic States are sufficiently well organized and inden endent enough
to participrte in the Commission at this time. “ith respect to Jermany and .ustria,
he feels that no attemnt should be made throuch the military authorities of the

With recard. to the constitution, Lt, Col, Louwaze has proposed certain
modifications to the present statutes, copies of which are enclosed herewith. ‘The

At the coming session of the Commission, new officers will be elected,
headruarters sstablished and the Commission will vroceed to function on the same
nasis as tefore tne war. Lt. Col. Louwacs pointed out that the Commission functioned
very etfectively heretofore and was instrunental in facilitating the anprehension
sf innumerable international criminals. Thus far Lt. Col. Louwage has teen
successful in findins some of the records of the Cormission in Termany and has
now in his possession at Brussels the files of some 4,000 criminals. “e believes
tuat tnrouzh the cooneration of the wenmber nations the central depository can be
built up as it was befors the war through the re-suomission of information
furnished the Commission at its headauarters, ;
