Dear Sir:
I refer to Bureau cablegram of May 16, 1946, informing me that
Since the Sureau has not yet received an official invitation to attend the
convention of the Commission at Brussels on Jung Srd it cannot designate a
representative and would not accept an invitation at this late date.
Lt. Col. LOUWAGE informed me as to the cause of the delay in
issuing the invitations via diplomatic channels. He sent the invitations
in good time to the Belgian Foreign Office, but due to the cabinet crisis
about that time, they were overlooked, and he discovered some weeks later
that they had not gone ferward. However, he stated that they were subse-
auently sent and would be received momentarily.
On May 22, 1946, I consulted with Monsieur WESYAUK, Director of
the Judicial Police ‘Ceriminal matters) at Paris: - I was exceedingly well
received. Ye reviewed briefly the work and functions of the Commission,
and stated that he considered it of utmost importance that the Bureau partici-
pate and take a leading role ‘in its activities. Although he has not yet
received an official invitation to attend the June Srd meeting at Grussels,
