Dear Mr. President:
I bave delayed answering-your letter of duly 9, 1946, until I had
an opportunity to review a translation of the minutes of the recent Inter- 4
national Conference of the International Criminal Police Commission held in
Brussels. These minutes were forwarded to me by your new Secretary. General,
M. Ducloux,. It 4s apparent that under your able direction much was accom
plished at this Conference, and you seen well on the way towards operating in
a normal fashion. As I have already advised you, I appreciate very much the
action of the Conference in selecting me as Vice President.
As for your discussion in your last letter concerning the plans and
the future of your esteemed organization, you will recall that we in the United
States have been extremely interested in it for some time past. In 1937, we
sent an official observer to the Annual Convention, who reported faverably gone
cerning it. However, no definite steps were taken towards active participation
because of the war clouds which had begun to gather over Rurope. Wy reason for
not having a representative at your latest Convention, es I previously advised —
you, was. simply failure to receive ai invitation in time to eS Pe such repre-
sentation.

vitally necessary with improvement in transportation and co Satim facili-
ties which make movement of criminals on an international scale so much easier.
