of the International Criminal Police Commigsion, recommending that the Bureau a 2
take steps to have established in the United States a central office through | .
- which all international inquiries of. a criminal nature might be channeled. He
pointed out that judging by the correspondence raceived by the French Police ,
it appears that many police services in different countries apply directly
to other foreign services in order to obtain information, He sugzested that
the necessary instructions be given to all criminal police services in the
United States in order that any inquiry or any letter sent to the police of another
country or to the International Police Comission might be ai ispatched through
the medium of the "National Offices* which are, alone, entitled to exchange
information with the foreign police, for any reason whatever,
I do not believe it would be feasible for the Bureau to take any action
toward setting up such an office as is suggested by L. Ducloux. However, I do
think that the Bureau should be willing to act as a clearing house for inquiries
desired by municipal, county or state law enforcement agencies in this country.
These agencies could be informed that the Bureau will be glad to handle such
inquiries by an article in the Law Enforcement Bulletin and through the headquar rte rs
of ‘the TACP.

Regarding other Federal Enforcement Agencies such as the Secret Service,
Post Office, Imuigration and Customs, I do not believe the Bureau should attempt
te handle inquiries for them since they undoubtedly already have liaison established
with the Agencies in other Governments hangding, She particular types of offenses.

will be channeled but tnat the FBI is malting 1t known to tne various local lay _-
enforcement agencies that it will be glad to handle such inquiries in the Styre.
