Called, in order to enable, on the one hand, the officials
of the General Secretary's Office of the I.C. P.C. to draw on
the original authorities and to be kept well informed on
the evciution of penal and theoretical police questions, and,
on the other hand, to provide all useful documents for the
Yoreign delegates, should the occasion arise durine the
eeasions pr when they are making only a short stay in PARIS,
- or elee in any other circumstances.
TheExecutive Committee has taken into account
, the recovery of the archives of the forper Bureau at Vienna,
which are under investigation at the moment; but the exa-
mination of these documents shows that they are far from
being complete.

In order that the expenses involved to set such
a library on foot should not be too high, the Committee
has contemplated the possibility of obtaining documents
from the publishere concerned, by means of exchange, and
of bartering the Internatio Criminal Police Review for
these.
