LADD Police Commissicn. On December 1, 1941, the Executive Conference unenimousty’: eo recommended that no further communications be sddressed to thie orgarizetion. The sum of £1500 has continued to be included eannuelly in the Bureau's eppropriations. During the first pert of 1946, letters were received from F. E, Louwege, Inspector Generel of the Belgian Security of State and Permanent Recorder of the Internetional Criminel Police Commission, indicetinzs thet he was taking the initietive in reorganizing the I.C.P.C. and was proposing & meeting to be held in Brussels, Belgium during June. The meeting was later set for June 3, however, the formal ' Anvitation for the Bureeu to perticipate was not received until Mey 22, when it wes too late for the bureau to designate a representative. The meeting convened qn June 3 in Brussels, Belgium with 46 delegates from 18 countries present. Mr. F. E. . kounege, Inaperter.Generelof the Belgien Security of State, was elected President © the organization, and_D. Ducloux, Directcr, Crimins) Police Service of the Surete Ketionale of France, wes elected General Secretary. Mr. Hoover was elected @s a Vice President of the organizati on, and & letter déted June 3, 1946, received from President Louwaze advised. of the election of Mr. Hoover. t~ ¢ 2 a ne * On “June 26, 1946, the Executive Conference discussed the cuestion of rout ae Zé. whether the Director should accept the position of Vice President and if the Bureau should be a participating member in the organization. The majority recommended favorably, feeling that it would be to the Bureau's advantaze to be the ‘Americen representetive in the group rather than heve some other organization selected to represent the United States. The Director concurred in this decision. On July 3y 1946, a letter wes directed to Mr. Louwage in which the Director excressed his appreciation for-heving-been élected Vice President. of the I.C.P.C. and stated that it would be a pleasure to serve in this cepacity. Since thet time a number of Letters comcerning the steps being taken to make the organization effective have been received from President Louwage and the General Secretary Ducloux. On August 8, a letter was sent to Mr. Ducloux edvising thet the Bureeu would be pleased to submit articles from time,time on scientific crime detection for publication in the “International Review" which will be e magazine distributed by the 1.C.?.C. to its members. During the convention which was held in Brussels, Belziun, the matter of finences was discussed. It was pointed out that prior to the war member countries were assessed an annual fee of one Swiss Franc per 10,000 inhabitants. The matter of assessments was referred tc a subcommittea which reported beck rith the sugcestion thet a praduated scale be adcpted as a basis fcr assessments. This works out so that a country having more than fifty million inhabitants would be recuired to pey 2.50 Swiss francs per 25,000 inhabitents. After some discussion this resolution was adopted. It wes <zlso decided that member countries should be required tc bring thenselves up to date by paying dues beginning Janucry 1, 1945. Mr. Louwage requested that the metter of negotiating with the delegetes of the countries whose governments do not desire to, er cannot pay the assessment for 1945 as anticipated, be left to the Chief Secretary. Tt should be noted that under this requirement the Bureau would be called upon to pay Fn assessment 13 ir BSoGP SUG LO Pade This can hardly be done since the +1590 included in the 1945
