Bubject;. > OWTERNATIONAL GRDSIKAL POLICE COMALISSION In connection with the forthcoming Annual General Meeting of the International Criminal Police Commission in Paris, Secretary Ducloux has forwerded to the Bureau several proposed itens which are to be considered on the agenda, Among these is one identified as “A survey on Passports". ‘The Secretary indicated that there was &@ possibllity thet the Bureau might care to make some Suggestions er proposais on this matter during the conference. He also asked to be informed in advance ef the tenor of our suggestions. Since the tesuance or control of passports does not cone within the purview of the Bureau's jurisdiction, but rather is « matter for the State Departaent's eonsideration, nc action will be taken upon this particular iten. Jt might be well for you to #0 inform Secretary Ducloux. When this matter cones up for considersticn Guring the Annual General Meeting, no coment should be made by you concerning it.
