Criminal Police Commission December 9, 1947 aia CARapige i Y a In making a check:as to whether payment had been made of our dues in the above commission for the fiscal year 1947, it was ascertained that the State Department returned our voucher to the Department of Justice under date of December 4, 1947, ad= vising that it would be urmecessary in the future to prepare a Form 1080 voucher to effect payment of our membership fee in the comission. Instead, the State Department will instruct its consul at Geneva, Switzerland to pay the fee and draw a draft against the Bureau's appropriation, This will have the effect of speeding up the payment to the International Criminal Police Commission. We will still have to write a letter to the State Department requesting that the payment be made but would not prepare any voucher. In view of the above facts, the Machine Accounting Section is being instructed to enter in the Voucher Xegister the amount of the fee as an obligation upon the receipt of a copy of our letter to the State Department requesting that the payment be made. It wild not be entered in the andited or paid voucher register until a copy of the draft has been received, indicating that the State Department has been reimbursed for the payment. For your further information, 1t should be called to your attention that a draft, as far as I have been able to ascertain, is in the nature of a counter warrant, which means that it goes direct to the Treasury Department for payment and we probably wald not get a copy for several months after payment has actually been \ made from our appropriation by the Treasury Department. fo 1§ 20217.
