\ Fors nD, bt ice Memorandum + UNITED STATES GOVERNMENT February 19, 1948 rs 2 § >, GURL, TO + My. R. T. Harbo Rie DATE: FROM =: ir. I. W. Co ~- supyect: “paris Radio Circuit Anternational Police Commission . eet | rt i? y EIzE 228 ' 7 | a ee i. So — ee ee On Fabruary 12, 1948, the operator in the Washington Radio Station was requested by the ICPC station in Paria to accept a radio message for relay to Santiago, Chile, Inasmmch as the Santiago Radio vs os Station which has been mentioned by the ICPC is not presently in operation, or at least is not in contact with the Burem, the message was not accepted. A letter from Prague, which does not have a radio station, requested that certain informition be sent to it via the ICFC radios network. Complying with the latter request does not appear to be consistent with the action taken in connection with the refusal to relay Via cable to Santiago. It is noted the Executive Conference memorandum for the Director dated August 14, 1947, recomended the Burean afford the services of its radio to commnicate with Paris ami to relay, when necessary, conmnications from the Commission to other Western Hemisphere countries when such relay work was practical: that thig work be contimed until the volume becane so great as to involve necessary additional persomne] and expense. A determination of how far the Bureau wild go in relaying messages to other law enforcement agencies in this and other countries in the Vestern Hemis- phere appears necessary. RECOMMENDATION : It is recommended that the Bureau accapt messages at the Washington | radio which are to be delivered to law enforcement agencies in the United States or which are to be relayed to foreign countries having radio stations in the ICPC radio network. Where some special provision for cable payment is mde relay to foreign countries could be undertaken, however.
