proposal of Horton R. Telford, Legal Attache at Paris, France, that the
Burean reestablish the radio link between Washington and ICPC at Paris.
| This radio link was in operation for several weeks but was terminated on
asren 27 pursuant to the Director's approval of Executives Conference recommenda-
| tion dated alarch 9, 1948. ;
Mr. Telford, in hie letter of April 23, points out that the former ICPC-
Bureau radio link was the only radio communication facility between Paris and
Washington except the regular commercial French telegraphic and radio service
under the control of the Jinistry of Post, Telephone and Telegraph; the latter is
now used by all the government agencies in the Embassy including the State Depart—
ment, Military Attache, Naval Attache, CIA and iir. Telford. He further points out
that the Embassy has for some time been perfecting plana for evacuation and
destruction of records in case of emergency} that the Ambassador is much concerned
lest we are overlooking a possibility of communication with Washington in case of _—
emergency and has requested Telford to call this to the attention of the Director, ,
Since it is felt that in case of an invasion of France the French government radio...
and telegraphic system will be one of the first ministries to be taken over, a
ieaving the Embassy completely cut off from the outside. Telford concedes there
ig no assurance that the same thing would not happen insofer as the ICPC radio
station is concerned since it is not located at the Embassy for obvious reasons.
The Conference was unanimously of the opinion that Telford's recomenda- a
tion be disapproved. It is felt that in the event there is a need for en emergency °
radio station it should be located at the Embassy; that this is the redponsi bility
of the State Department or CIA. Certainly it is not the responsibility of the FEI.
Ne withdrew from the ICPC radio network last March on the ground of leek _
of facilities and personnel; further, because of the unsettled conditions in
europe and the possible embarrassment and criticiam which might be directed at us ~
for carrying on radio communications in behalf of police agencies in countries ~
