Tele. socom Tamm, Quinn Tamm, Ladd, Parsons, Nichols, Mohr, Glavin, Rosen and Clegg ise Sony being present, considered the inquiry from the Legal Attache, Mr. Telford, ——————— frem Paris as to whether he should attend a meeting of the International Criminal Police Commission in Prague, Czechoslovakia in September 1948. He was of the opinion he should attend since new officers are to be elected and the Director is one of the Vice Presidents of the organization; that it is important that Western Democracies be on hard to vote in order to ‘inoure ai equitable dis- tribution of the offices; because the Commission will consider a recommendation that the Commission not be concerned with political, religious or racial considera- tions; because of the importance of the USA in world affaira, and so far as is known, no other country has indicated any hesitancy in attending and if the Bureau does not attend, there {5 a possibility that ‘ the Secret Service or other American ‘agencies will be invited. The Conference was advised that there had been received by the Bureau from Mr. Cimperman in London a letter indicating that this proposed meeting would be behind the iron curtain; that there was a strong possibility of all of those attending being shadowed at all times and the delegates being harassed and even arrested. Because of this fact the Cenference unanimously recommended that ~ a Bureau representative not attend and that the State Department be informed” i that because of the information cited in Cimpermants letter, the Bureau would : not make plana to be present unless specifically instructed to the contrary. If No this 4s approved, a cemmnication will be prepared for Mr. Telford and to the ~~ State Department accordingly.
