4s you know, the Pederal Dureau of Investization is the official
representative of the U. S. Government in the International Criminal 2alice
Jomaission which has its headquarters in Paris, France. In that capacity the
Federal Bureau of Investigation was invited to send a delegate to the next
ceneral Assembly of the Commission which will take place in -rague, Csechoslovakia,
on Septenber 6, 1948.
Information has been received by this Bureau to the effect that the
delegates to the Assembly in Praae in September af this year mizht be shadowed
and even harassed and arrested. In view of this information and in view of the
farther tension wich exists between Sissia and the ~nited States, with particular
attention te the recent episode concerning the twssian school teachers, this
Bureau has instructed its representative in Paris, France, not to attend the
meeting of the Assembly which will be held behind the Irom curtain in csechoslovakia.
It has recently cose to ihe attention of this Durem that ir. Guy opasan,
Secret Service i ent presently assigned to Paria, has bean requested =y his head-
quarters in Washin;ton +o attend the deneral Assembly teeting to be held in Prace.
The Secrwytary General of the International Criminal Police Commission has assured
this Buresu's representative in Paris that no invitation, either orally or written,
has been extended by the Commission to the Secret Service or any other law enforce-
ment acency in the United states except the Federal Bureau of Investigation.
This Bureau is declining to send @ representative to the >ra,ue meeting
as elt that in lisht of all the circunstances it world be presenting the
tus th a chance to embarrass toils jJovernaet, even toough a representative
of the FSI at such a neeting would be io an official sapacity as a member. It
is felt that for the secret -ervice to send an unofficial representative to suah
& mesting wonld be most provocative and the pesesgibility exists that such a zesture
would result in embarrasszent to this cauntry.
