Glavin, Clegg, Rosen mits sd — Harbo, Mohr, Carlson, Tracy, Michola, Fletcher and “gh the attention of the conference was called to the ji that the Erecuttves' Conference on June 28, 1948, hé& recommended that the Bureau's Legal Attache tn Paris, Horton £9 2 Telford, be advised that he should not attend the meeting of the International Criminal Police Commission which was to be held in Prague, Czech. in September, 1948, by reason of the fact thut tt would be behind the Iron Curtain, that all of those in attendance might be shadowed and the delegates might even be harassed and arrested. In aecordance with the action . of the Conference at that time, Mr. Telford and the State * Department were both so udvised. The Conference was advised that a cablecgram has now been received from Wr. Telford indicating adutce has deen . received from Mr. Guy Spaman, Secret Service Agent presently aN assigned to Faris, that hie headquarters in Fashington have om requested him to attend the general assembly meetings of the 5 Commission scheduled to begin September 6 at Prague and further, ~y that kr. Telford advised that the Secretary General of the ICPC had assured him that no tnuttation, either oral or written, Aad been extended by the Gemmission te the Secret Service or any other law enforcement agency ezcept the FEI to attend these meetings. — 6k ' The queeticn was rateed as to whether in thelight d of the above the Sureau should reconsider the action and have Telford attend the conference.
