of crimse, 3,516 young people were arrested as compared with 4,683 the |

The cases of homicide increased from 346 to 352, but as against this
thefts with house-breaxing decreased by 8% and automobile theft by 10%.
It is still too soon to make a hasty diagnosis of the iliness - or
