Police Commission other than that set forth in the letter of Mr. LAUGIER
dated November 20, 1948 to Mr. LOUWAGE. They advised there was not.
Mr. STSINIG then explained that the ICPC had again applied for
status with the United Nations to te placed on a consultant basis and that
the acplication wes presently under consideration. He inquired wnether the
ICPC was te be considered as a non-governmental organization. ie was ad~
Vised that the ICPC represented member police organizations from different
countries throughout the world and that while the FBI itself is a governmental
agency, in this instance it is merely a member of the ICPC and acts as liaison
with the various police departments throughout this country in that respect.
Yr. STSINIG advised that the application of the ICPC would be acted on,
probably by the end of rebruary. He stated, however, that tne pending status
of this application by no means barred cooperative relations between the
United Nations and the ICPC until that time; that this was agreed during the
conference at Paris at which were present numerous organizations, some of
which had status as non-governmental organizations and others of which were
still under consideration.
Mr. DELIZRNSUX advised thet in the early part of Tebruary, the
Department of Social Affairs contemplates holding a conference at Lake Success
to further consider what concrete steps can be taken in the furtherance of
the program as devised at the conference in Paris in October. He advised
that some of the items which might be considered at that time are illicit
trafficking in drugs, counterfeiting, juvenile delinquency end what steps
could be teken to further the crime prevention progrem on a world wite basis.
In this respect, he mentioned that it micht be desirable to devise a scheme
whereby statistics on crime occurring throughout the world would be compiled
on a standard basis rather than the present different scales on which the
various countries interpret and record criminal activity. “Ir. DELIZ™HUEX
advised that it is contemplated that at this conference members of various
international acencies would be invited to sit. In other words, this con-
ference will be a continuance of the conference neld in Paris in Vctober, 1945
end tre representatives of the verious international organizations ara to be
in a position not only to discuss the activities of their individual organi-
zations, but also to commit tneir organizations to a line of action. from
the conversation with ¥r. DELIERNEUX, it became apparent that the represen-
tative of the ICPC at this ecenference will be required to actively carticipete
in une conference and, as 4 result of tie conference, undoubtedly essignments
will te made to the vericus orsanizations to make studies snd rerder reports
and resultant recommendations es a result of the studies made in their par-
vicular countries, re DULIEW.O xX expressed “h2 cpinion that the 22°C repre-
sentative would be atle to develop such inquiries and render such reports in
the United States.
