national Cririnal Police Cornission, Kesolution #8 was
adopted relating to Extradition. The prrpose behind thts
resoIntion was to unify the rules and to suqqjest a new
procedure in Tnternational Extradition. The plan itself was
partly the result of studies given ta the subject 9? extradition
bu State International bodies, organizations and commisstons,

the planned pr eetiure the sane was submitted to the Bepartnent
for its review and comnent. The Department pointed ovt in tts
ansuer that the TOPO plan presented very many radteal departures
from aur present extradition laws anc treattes and made reference
to several of such. There will be set out hereafter a sunrarization
of the ICP nlon, tonrether with the Denartmental connment. In
the sunmarisaision, the wards Yrequesting state" will be nsed to
desinnate the covntry where the criminal is wanted, The words,
Yrequested state” will be used to designate the country of ag7ium.
The preface of the plan noints out that the diversity
of national lerislation often canstitutes or ohstarle to
} mutual aid in the war acoinst crime. There is then recited a
history of the plan for an anreerent concerning ertraditton, about
which no connent will be made herein. There is then reutewed
the subject of individuals liable to extradition, offenses
ninis thoble by ertradition, procedure of extradition, and sundry
matters. : ;
