At the 1916 Assechiy of the Comsission, the stututes wore amended to specif- = |
deelly exclude matters of a political, religious or racial nature. In spite
of this fact, hovever, Last month the Cenmission issued ten circular wanted
notices ab the request of Ceecheslovakian police relative to individuals ine
volved in the March 2h, 1950, escape from Grechoslovakia aboard on aircraft
of tie Czechoslovaltian Air Lines. ‘Those wanted notices pertained to Oldrich
Dolozal, Rorivoj Said, Stanislav Sacha, Jan Kralovensiy, fva Vyslouzilova,
vit Angettery Namil iras, Vladimir Svetlik, Ludulla Skorpikeva, and Viktor
Pooelkae As you are caare, considerable publicity was given to the flicht
of these individuals after their arrival in allied cecupled Germany. In
spite of tha fact that the charges against tiecse persons mide by the
Coechoslovalcian Government were coviously political in nature, the International
Criminal Police Cowsission issued wanted notlees indicating that the persons
involved were wanted for "having acted or not having actcd in perticularly
dangerous circunstances and for having adducted persons and Iinpejed the
liberty of individuals." I frankly belleve that this is an obvious abuse
of tho International Crininal Police Comsission and that by issuing the
circulars the Commission has opened itself to subsequent utilization by
Russian Satellite meubers for political purposes. i
In view of the above circunstancos, it is not felt that menborship
in this organization is of any particular advantage to the United States
and the Federal Bureau of Investipzation is therefore terminating its member=
ship effective December 31, 1950, the expiration date of the present
paid-up year. I have advised ir. Fe. Te Louwaze, President of the Commission,
of the fact that this Sureau is terminating its menvership and I have also
suomitted my resignation as Vice President of the Comaiscion and as a menber
of the 7citins Comiittes of the "international Crimincl Tolice Review", the
periodical published by the Comission. I have likewise notificd tr. Louwase
of the fact I am resiening my post as Liaison between the International
Crininal Police Consissicn and the United Nations in New York where the
Commission holds the status of « "“cencultative orncnization".
