Such individuals however must be proposed as candidates two months before the Assembly meetings and must besides be approved previously by the Government concerned. . According to the Asseably minutes fer June 21st, President Louwage proposed that Professor Sannte of . France and Professor Grassberger of Austria be nade technical advisers since they had already been of ser- vice to the Conmissien. He also proposed that two nem- aa bers of the United States be added to the ltet ef tech- nical adutsora <- "Lieutenant Colonel C. Goddard, one of the technical creators of expert appratsenent of ftre- arns, and Dr. J. Manning, technical head of the Police Laboratery of New York, renowned above all for the application of the methods of modern phystcs to the Sctenttfice Police". No tndicatton was given that these two dmericans had previeusly assisted the ICFC. In connection with West's claim that the appotnt- ment of the two dmertoans did not conferm to the ICPC constitution, tt is noted that the provisiens cited apply te “extraordinary nembere™, while the two Amerioans were appointed as "Technical Consultants". Fron the in- formation available to the Bureau, it ts not possible te determine whether or not the provisions for the "eztra- ordinary members" are also supposed to apply te "techni- cal advisera". The constitution contains no prouvtsiens for “technical advisers" but some spectal advisors were prevtously appointed by the Comrnitssion at the Assembly at Berne, Switzerland, in 1949. Regardless of whether or net techntcal advisers are appointed under the pre- vistons applytng to extraordinary nenbers, it ta self- evident that clearance should be obtained from the agency representing the country tnvolved before the appointments are made. Fatlure to aake inquiry ef the Bureau cencerntng this natter priter te the actual epen- tng of the conference was ebutously a breach of geod faith on the part of Soderman who Nepote admits spen- sored the appointments.
