S. agencies, When formal membership is considered one mist pursie the pro-~ visions of Title 22, U.S.C., section ?43(a), 52 Stat. 60, which states that membership on behalf of the United States may be maintained by tne Attorney General and that he is authorized to spend a sum not te excead $3500.00 per anniun for dues, , “y Iam sure that it is proper that the Attorney General should have supervision over the fact of membership or nenmembership, but lufjation seams to have gotten into international police work. In any event, the dues are now $11,000.00. The State Department is familiar with all of this and hopes that the arrangement can be made, as do our enforcement people for the reasons outlined. Even our informal association over the past few years has meant a good deal to Sirascusa's operations in Furope and the Middle Fast generally, and quite a lot to the Secret Service counterfeiting problema.
