Treasury enforcement agencies have maintained a useful in-
formal relationship with the International Criminal Police Com-

As you know, the Federal Bureau of I westigation previously
held such ment vship but discontimied it some years ago and I
learned from Mr. Hoover and Mr. Nichols that it was partially because
they did not feel that the small uge to that agency justified the
expenditure, .
We have discussed Treasury enforcement participation informally
with your bureau and they say they have no objection to membership by
other U. S. agencies,
When formal membership is considered one mist pursie the pro-~
visions of Title 22, U.S.C., section ?43(a), 52 Stat. 60, which states
that membership on behalf of the United States may be maintained by
tne Attorney General and that he is authorized to spend a sum not te
excead $3500.00 per anniun for dues,

Iam sure that it is proper that the Attorney General should
have supervision over the fact of membership or nenmembership, but
lufjation seams to have gotten into international police work. In
any event, the dues are now $11,000.00.
The State Department is familiar with all of this and hopes
that the arrangement can be made, as do our enforcement people for
the reasons outlined. Even our informal association over the past
few years has meant a good deal to Sirascusa's operations in Furope
and the Middle Fast generally, and quite a lot to the Secret Service
counterfeiting problema.
If we are to formalize the membership, and I sugeest that wa
should, I believe that in tew of the changed times measured against
b Tere Statute, there should be an amendment te the effeot that member-
ship should be under the direction of and with the consent of tha
Attorney General but that the department or agency affacted should
obtain the appropriations the amount of the latter, of course, to be
in such sum as is necessary to. maintain regular menbership.
