Hoover: The way it looks to me is that here is some individual who wanted to
appear as a "big shot", and wanted to impress the other members of the
company or the association es a "big shot", and he had this letter
written using these familiarities, calling the Justices by their first
names, end incicating that the decision wes going to be against the
Governnent, which everybody assumec that it was going to be. If it
had come out that way, and the decision had been against the Govern-
ment, and the letter hacn't been found, this fellow probebly would
have been in the position to get a nice slice of money out of these ’
utility companies. It strikes me that what you ought to do is to
get hold of this woman and get a sworn statement from her, advising her
of her legal rights, of course. I would ask her what she wrote it on
and where it was written, so that you can get the machine. fhet I
