Bectian 2 of the ‘Trading with the enemy act” defines “enemy” and ‘‘ally of enemy” as follows:
“Buc. 2, That the word ‘epetpy,’ as used berein, shal! be desmed to mean, for the purposes of euch trading and of this act—

“(b) The government of any nation with which the United States is at war, or any political or municipal rubdivision thereof,
