Mr. J. H, Mackey,
Bureau of Investigation,
Department of Justice,
Washington, D.C.
Dear Mackey:-
Replying to your letter of July 22nd,1921,
I recall very clearly Captain McConnell coming into the
office and giving us either his check or cash for a
@meil emount of money, for which he d@esirefl our check,
It seems to me that it was e check he bef ani he wanted
our check for some reason which I don't recall, possibly
he wanted to make an early collection on the cheok he
dead and our check was easier to cash in Washington,
I am not at all clear as to just what the
money represented by thie check was, It seems to me
that it wes an amount which some minor employes at the
encampment had admitted he hai wrongfully made in some
way in handling the supplies of the encampment, and
wished to return, McConnell was making an investigation
end was in doubt eas to what should be done with the
money, not knowing whether it should be returned to
the Disbureing Officer at the encampment and credited
: to some War Department Division, or turned in to the
__.-_____ reBaury es a miscellaneous item, Ifthe sheek was — — ——_—
returned without being cashed, it would seem to confirm
the idea that the money shoulda be paid to the Treasury,
In any event, the check was the money which we put in
our Special Fund, in exchange for our check,

time during a wery busy period, and happened three pr /
