the Bureau should properly be in grade 15 and, of course, Mr.
Nathan‘end Mr. Bughed would accordingly be classified in grade
14, Mr. MacFarland in graée 1%. Br. Caldwell also suggests
that you confer with Mr. Marshall as soon as possible in a ef-
fort to determine the probable decision of the Attorney Gener-
@l in this respect and so that our classification sheets may
be submitted in due time.
A preliminary study of the possibility of classify-
ing the eligible portion of the field service in professional
grades indicates that we would have some difficulty in classi-~
fying our @en in the professional grades relative to the cler-
ical, administrative and fiscal grades which they now occupy.
There would, of course, be no difficulty in classifying our
Anti-Trust Agents,and a system could be devolved whereby all
dgents who are law graduates could be certified from the CAF
Classification to the Professional Service upon the completion
of a certain apprenticeship mhich would give iba ibe nacassary
experience to satisfy the specifications ehich will «micnbtedily
ve issued by the Personnel Classification Board in the near fu-
ture.
The difficuity in this question of classifying the
field service, however, rests on the fact that the work of
the Bureau is not only highly epecialised, but is unique and
G@efies classification according to the existing epeci fications
and precedents established by the Personnel Classification
Board. A thorough study will be made of this matter in order
that we may determine whether or not it will be possible to
convert the Personnel Classification soard to our ideas, so
that we might maintain eur existing salary ranges ander pro-
fessional classification.
