Dear Mr. Burruss: Mr. Carr has issued a general letter of introduction for Mr. Hoover and has also written to the Ambassador at Habana and the American Consul et Nassau. I have pereonelly written to Deneral Winshi>, the Governor of Puerto Rico, and I have also written a personal note +o Mr. Lemmot Belin at Nassau.
