Edgar Hoover, Director, Federal Bureau of Investiga- tion, full authority to direct the expenditure of the emergency fund of not to exceed $20,000 of the appropria- tion "Salaries and Expenses, Federal Bureau of Investiga- tion 1936" contained in the Department of Justice Aparo- priation Act approved March 22, 1935 (Public No. 22 - 74th Congress) and to meke a certificate of the amount of such expenditure as he may think it advisable not to specify, Ma. Attorney Ceneral. as required by said act.
