HONORABLE SIR:
WHEREAS, on various occasions in convention assembled and in meetings of Committees, the Inter-
national Association of Chiefs of Police has recorded on behalf of its members their appreciation of the efforts
of John Edgar Hoover to make of the United States Bureau of Investigation, under his jurisdiction, a co-
ordinating, practical and efficient aid to the law enforcement officials of the country and the successful con-
summation of various phases of its work in the development of the Identification Division and other activities
initiated and brought to a successful consummation by him in the course of his progressive administration of
the Bureau during the pas! decade, itis believed appropriate at Uns ime, Wher a new Nathona, admanisua ia,
is to take over the reins of Government, tu reiterate, i order to bring to the wtteniicn of thos: upper whem
the responsibility for the future development of this great work will, in a material sense, devolve, its sense
‘of approval and gratitude for these accomplishments. It is thought eminently fitting, at this time, to
reiterate and quote, in its entirety, the resolution passed at the most recent convention of the International
Association of Chiefs of Potice held during the past year:
- “WHEREAS, it is the sense of the members of the Tnieniational Association of Chiefs of
Police met in convention at Partland, Oregon, on this fourteenth day of June, Nineteen
Hundred and Thirty-two, that they should appropriatcly express their appreciation of the
services rendered to law enforcement officials throughout this and other creantries by J. Edgar
Hoover, Director of the Vuited States Bureau of Investigation of the Department of Justice.
The Bureau of Investigation, under the direction of Mr. Hoover, is a source of daily aid and
assistance to the Chiefs of Police and other law enforcement officials m the conduct of their
efiorts to combat crime. The fieki employees of the Bureau of esligation are in-constar
contact with focal and State law enforcement officials at all times, are manifestly under imstruc-
tions to render every possile cooperative assistance in matters coming under jurisdiction,
and the value of their services to law enforcement in general and to peace officers of the country
in particular cannot be too highly recommended. It is the sense of the members assembjed also,
that fitting recognition should be shown the striking advance accomplished in combating crime
through the organization and development of the Identification Division of the United States
Bureau of Investigation under the supervision of Mr. Hoover. It is believed that this division
has now attained a work! wide reputation for expeditious and efficient service to law enforce-
ment officials, and the -valuc of the information promptly _transnitted te peace officers cannot
be over-estimated.
It is further believed that recognition should be made also of the comprehensive, tireless
and self-sacrificing efforts on the part of Mr. Hoover in develupiig the pioneer work af cillecting
and onphtking unla erime records statistics. Ht is reatized that this project is still in its
infancy, but it is believed substantial progress has already been obtained toward the achieve-
