The unicrsigned, Chief of the Department of Control of Communica—
tions, respectfully sugeests:
That John Ldgar Hoover, Director of the Federal Bureau of Investi-
eiticn of the United States of North America, contributed greatly in the World
war to the triumph of the United Nutions and democracies.
That at the same time he has performed considerable worx in the
fieli of strensthening the relations between the police of the Latin American
Tepublics and it was due te his help that it was possible that the next
International Conyzress of Chiefs of Police will be held in this capital.
™m view of this it is my opinion that the merits above mentioned
entitle ur. Jonn =4jar Hoover to the high distinction, given to officials
end individuals who have performed some outstanding service for our country,
cf the Aztec Eagle of the Mexican Government. Therefore, Mr. President,
I respectfully request that the Order of the Aztec kagle be conferred upon
the official, John Edgar Hoover.
