Hoover for meritorious service in time of war as well
as in peace as head of the Federal Bureau of Inweati-
@Bation, and I hasten to expresa to you what I know 1s
in your own heart, a sincere and cordial enda@ sement
of that proposal.
As you know, I have been a atwdent of men, and,
as you further nd hé
kmow and have known all down the years,
few m@m have had more opportunity to or been closer
students of men in public life than have I. And, as
you also know, my one criterion haa been, "Have these
men served their trust faithfully?" By these critical,
impersonal and far-reaching studies, I have been able
to arrive at somewhat conclusive judgments of a largs
number of our public and prominent men,
In my mind and in such Jui gment, no man in
America has served the cawe of this nation more fMfmithe
fully, more ceasclessly, more unselfishly than has J.
Edgar Hoover, nor haa any been more forward~looking as
to the dangers confronting this nati or fought more
tirelessly to be prepared to meet and thwart those dangers
when they should come. In a word, J.Edgar Hoover ia
the epitome of the whole people's faith in their govern-
ment, f he 1
for he his not let them down, nor verily do I be-
lieve that he ever would.
He therefore deserves that recognition, richly.
And it should be bestowed in as solemn a piblic ceremony
with es many out“standing representatives of a11 branches
of the government as well as of the common people who are
the backbone of thia nation and whom he and his fine staffs
