The Bureau had voreviously been aporoached through
gt about Cagney's desire to make a picture. wherein
he, Cagney, would olay the role of the Director. The Bureau
turned this down’ because it was inappropriate and secondly,
because they had a previous commitment with 20th Century
Fox which precluded taking on anything else. .
