On December 20, 1950, it was determined a

a& ROBERT RAY was organizer for the Lehigh Valley Section of the CP in
mid 1930, It is possible the RAY is identical with the ROBERT RAY who
was a CP organizer in Washington DC in 1935-36. This latter individual
was considered as a possible witness to show HISS* affiliation with the cP,
RAY is presently in the Eastern State Penitentiary, 2lst and Fairmount Sts, 5
Philadelphia, serving 20 to 50 years for armed robberies in Philadelphia
as the “Aspirin Bandit*, being committed in 1938,

The above information was telephoned to ASAC ALAN H, BELMONT,
New York, who was requested to advise if the Philadelphia office should
interview RAY as a possible Government witness at the HISS trial in New York.
ASAO BELMONT advised he wouhd contact the asssitant to the Attorney
General in New York and the Bureau and then advise this offige if he wanted
the interview conducted. Wothin® further was heard as of the date of this
memorandum.
