theme of the story appears to deal with an attempt to expose an American "sell-
out" of the Korean government. The treatment given SYNGMAN RHEE at the hands
of ALGER HISS and the State Department is dealt with in some length. The story
begins with the Russo-Japanese War. It alleges that President THEODORE ROOSEVELT
in arbitrating between the Russians and the Japanese first sold out the Xoreans
by agreeing to Japanese occupation of orca. The Yalta Conference is discussed
in some detail, mentioning a secret agreement made by STALIN, ROOSEVELT and
CHURCHILL, whereby the Russians upon entering the Japanese War, would proceed
southward to the 38th parrellel and the American troops, after invading the main-
land of Asia, would proceed to the 38th parrellel northward. ALGER HISS is al-
leged tio have been a dominating factor influencing President ROOSEVELT to agree
to Russian proposals in this respect. Tho manuscript appears to attack the State
Department for failure te make public or act upon a report on the Far East by
General WEDEMEYER, who allegedly foresaw the possibility of future conflict
in Asia, such as the present affair in Korea.
