Although one does not desire to become an alarmist, it is believed that consideration should be given the proper action to be taken in the event a kidnaping or an attempted kidmaping should occur. Past experience has proved tint oftentimes a kidnaping investigation and the safe return of the victim is materially hampered by permitting too many persons to learn of the kidraping immodiately following its occurrence. 4 safe return of the victim oftentimes depends upon the assurance to the kidnapers that law enforcement agencies have not been advised. It is readily understood that news of a kidnaping travels rapidly and in & short period of time finds its way into the newspapers unless all information pertaining to the crime is closely guarded. itis therefore suggested that the servants be instructed that in the event such an emergency should arise, only the immediate family is to be notified. It 4s further suggested that if such an emergency should occur when you are not available that your family communicate with Mr. Kenneth Chorley who, I believe, is thoroughly capable of repre- sonting the family until such time as you may return. A telephone call showld be made immediately to the Federal Bureau of Investigation in Washington, D. C., or our New York City Office, advising of the knowm details of the case.
