Senator Richard S. Schweiker received a handwritten
letter signed byL_____———sd through the U. S. Mail in an
envelope. ‘postmarked Johnstown ;. Pennsylvania, and dated
November 22,1976. Senator Schweiker's office turned this
letter over to the Federal Bureau of Investigation headquarters
in Washington, D..C. This letter contained a razor blade.
This letter. was subsequently: provided. to the Pittsburgh b6
Division of the FBI. bIC
captain[ Pennsylvania State Police
(PSP) , Regimental Headquarters, Harrisburg, Pa., stated that
‘his organization presently has a case pendin involving
[ Jehexein a letter was sent byl |to Governor
Milton Shapp of Pennsylvania.
On January 7, 1977, -the facts. of this matter were
discussed with AUSA Western
District of Pennsylvania. (WDPA), Pittsburgh, Pa. ausa[ ____]
advised that he would render a prosecutive. opinion in this
matter after reading the letter which[___| had sent to.
Senator Schweiker's office.
On January’ 26, 1977, after reading: the letter sent
b to Senator Schieikex' s office, Washington, D.C.,
AUSA declined Federal prosecution in this matter
indicating that :the letter did not meet the standards of the
Federal Extortion ‘Statute, in that. it contained no Specific
threats against Senator Schweiker or anyone else. bo
On February. 2,. 1977, Captian
Johnstown, Pa., PD, was advised of the facts in this matter
and ‘shown ‘the letter which had_been received ‘by Senator
Schweiker's office. Captain[ advised that his
agency had no interest ‘in obtaining: this: letter for the
purpose of pursuing any local prosecution against
